Plant Trees at Gov Bldgs to reduce heat gain & lower energy cost

Energy usage in federal buildings could be drastically cut by planting trees on the south and west sides to shade the buildings, thus reducing the need for cooling. Low cost way of saving the government on utility bills. This would cover all agencies that have structures.
