Apartments not Hotels

The cost of travel, in particular hotel rooms, can add up quickly across the federal government. We should identify cities which have high density of U.S. government travelers, (such as Brussels or Geneva) and investigate if a U.S. government owned apartment might be cheaper than constantly booking hotel rooms.
