Easy savings

I sent this last year. The personal vehicle reimbursement is way too high!!! Even at $4 per gallon and a car getting 15 mpg, that cost is 26 cents. A 50% premium for personal expenses would save the government 10 cents per mile. That's about $100,000,000!!!!!

Keep in mind FTEs profit on using POV, so not only would we save this way, but encourage carpooling and use of gov't. vehicles.

Two Year Budget Cycle

This is nothing new. Instead of the typical one year budget cycle, I suggest a two year cycle. This would cut down on budget hearings and better stabilize longer-term planning and contracts. For the implementation period, we would simply take the first year's budget and multiply that by the projected inflation rate for the second year and combine the total for our 2 year budget. Stop Double Dipping BAH Pay

Quote: "Beginning in January 2005, Basic Allowance for Housing (BAH) rates are designed to cover 100 percent of the average rental costs for the type of dwelling authorized for the specific paygrade (rank). Background Investigations

When I worked for DOE, then for DOD, then for DHS, each agency required me to get a new background investigation(BI). I found out it is because each agency has a different contractor doing their BIs, and the contractors don't share information.

Make all agencies use the same contractor or all contractors share information to elliminate all these unnecessary background investigations.

Dual Benefits Joint Taskforce

There are several Federal entitlement programs with overlapping and sometimes duplicative benefits. Yet dual benefits continue because there is a lack of independent verification when someone receives benefits from multiple programs. Set up a commission of volunteers to evaluate cost savings initiatives that includes private sector members who can provide new perspectives, and public sector members with the detailed understanding of the intricacies of the federal government.

Hard Copies of Reports

Every Agency and Department of our Government presents Hard Copy Reports (such) as Budget Proposals to Congress, DOD reports to Congress. Present all reports in DVD form to the receiving body, Example; The President Budget proposal present it to Congress in DVD form rather than paper. Congress can then copy the needed DVD for each member to study or post to a Congressonal web server from which each member can download. ...more »

improve risk assessment capability in federal government

There are a lot of ideas on this site for saving a few hundred or a few thousand dollars. Too bad we couldn't have saved the hundreds of billions we used to bail out the financial sector--again (remember RTC?). The regulatory agencies were asleep at the switch. Streamline Paperwork Reduction Act Bureaucracy

The Paperwork Reduction Act requires OMB approval for any survey of the public that involves asking more than 10 people the same questions, even in a focus group setting. AUTHORIZE OFFICE BUDGET CARRYOVER TO FOLLOW ON YEARS

EVERY YEAR IT IS COMMON PRACTICE TO SPEND DOWN ALLOCATED BUDGETS IN ORDER TO RECEIVE THE SAME OR MORE FOR THE FOLLOWING YEAR. THIS CAN BE WASTEFUL BECAUSE THE PERCEPTIONS ARE THAT IF YOU DON'T USE IT, YOUR BUDGET WILL BE REDUCED THE NEXT YEAR.
