Creating a single national security budget would better balance national security programs/capacity across the entire national security enterprise. How about powering off desktop computers every evening to save electricity? We can use wake on lan (WOL) to power workstations on in the mornings before users arrive at the office. Computers can be powered on over weekends via WOL to receive important updates. This can save missions a substantial amount of money on their utilities bill and help reduce the carbon footprint of USAID.
