This regulation needs to be addressed further because I believe that we spend way too much money making sure that contractors are getting a fair wage. Our department has several term employees who have received extensive training in the complicated rules of our program. The Government should transit vouchers that were distributed to the employee, but not used. Due to unforeseen circumstances some employees may not use all of their transit subsidies in any give quarter. The Federal Government should reduce work schedules to 7 hours a day instead of 8. This would equal 10 hours less per pay period. Multiply that by approximately 2.15 million employees = $$$$$$ in savings. This measure will result in huge savings in payroll costs while avoiding layoffs. Have travelers use their own POV for travel. The government would not have to purchase GOV vehicles and the savings would be tremendous by just paying mileage and not having to purchase GOV's, insure them, provide maintenance to the GOV, etc.
The Government should review how Job Corps contracts are awarded. If the Government reimbused the contractor for their services vs fixed fee contracts, it could have a large impact on the Governments budget. The suggestion is to change the mandate of the Department of Labor to represent all Federal employees equally like a Union and eliminate the need for separate Federal Unions completely. The process is time consuming and at this point the badges are not needed by 95% of those getting them. Instead of putting a expiration date on the badge leave them open and it will not need to be redone every two years. This would save not only in the individual cost of the badge but the travel cost and lost work time to get the badge.

Currently, we have to mail documentation to OWCP's central mailroom to process documents. The mailroom then turns around and scans the documents for OWCP. There is technology that allows you to scan a document which is then converted into a scanned document on the other end. Better yet, allow us to scan and upload the documentation directly to a case. There needs to systems implemented to investigate workers' comp fraud. Once an employee goes out on OWCP rolls, the employee essentially "disappears" from the agencies.
