HUD Headquarters is spending thousands of dollars re-doing their rooftop to promote "going green," but the field offices do not even have basic recycling for paper and bottles.
Between L'Enfant Plaza and the northwest entrance to HUD there is a small garden. The plants and flowers in this garden are dug up and replaced at least 5 times a year. We should plant trees, bushes, and flowers that will last more than a few months.
How about having people who receive section 8/welfare perform a certain number of community service hrs such as picking up trash in neighborhoods/parks. No service, no check. This would save money and clean up these places.

Replace all public housing with Housing Choice Vouchers. It provides more flexibility to families, and eliminates the cost of maintaining the public housing facilities.
To save the cost of administering the FSA program, change the process from a reimbursement basis to a point of transaction basis by issuing a debit card to FSA participants for the amount of the elected allocation. Employees, whenever reasonable and practical, should be permitted telework 5 days a week. The metro system will no longer be strained to the hilt during peak and super-peak hours, traffic congestion would be reduced, thereby reducing pollution, energy savings would be realized by having less need to cool, heat, and light certain offices/parts of the building.
People should be discouraged from staying on welfare or Section 8 or any other income-based program indefinitely. We don't have to kick them off the programs, but let's encourage them to seek employment that earns them more money. We can do so by requiring them to contribute an increasing percentage of their income to covering the costs of the program. My comment is to have the high intensity hand dryers to be added to all restroom facilities which can dry your hands more efficiently and effectively than regular (lower speed) dryers. I would add sensors to enable the detection for the persons wet hands and sensor driven faucets to conserve water consumption. This can clearly reduce the cost of these utilities and decrease the number of minutes lost to the restroom!
