There is no need to pay contracters two to three times more than you would pay a government employee to do the work. Positions such as Video Teleconferencing Technicians, VTC bridge operators, schedulers, Telephone switch administrators are all permanent positions and should be filled by government employees.
Eliminate the costs each agency spends to run internet web sites. Create a single federal “Internet Service Provider” where all agencies have accounts at this one location. This would greatly reduced costs compared to now where each agency individually buys the same equipment, software and services. If a command/agency has more than 100 employees they should be required to install a phone switch or be tied into a base switch rather than have commerical service. It cost about 30 dollars per phone line with voicemail using commerical service, they charge 10 dollars for every voicemail reset and it's expensive to have a phone number relocated even if it's to the next cube.
Each year that we experience a continuing resolution, our agency and most others reduce spending to a level representing a percentage of what was spent the previous year. We are able to operate effectively and efficiently under these circumstances even if they continue for 6 months or more.
