Cut federal grants for arts, music, dance, poetry, sculpting, etc by 50%. In return offer private investors a tax break incentive for investing in these programs. This will lower the financial burden of the federal government with these programs and also develop long lasting partnerships in local communities with those most interested in developing these great skills in our society.

If an artist, museum, symphony, etc., produces something the public wants, let the public pay for it voluntarity. Otherwise, these artists should get real jobs like the rest of us, without taxpayers being forced to support what would just be their hobby. Everytime I attend any type of GSA function I am inundated by GSA branded stress balls, tote bags, pens, notepads, mints, etc. These items are junk and a waste of money. GSA should be using their money to maintain federal buildings not spending it on junk which often bears a "made in China" label. Every two weeks, NEA employees must fill out a paper time sheet. This sheet must then be signed by the employee, the timekeeper, and the supervisor. Same thing with a leave slip for vacation or sick days. It's ridiculous! It's a total waste of paper and manpower. This should all be done electronically. Once work on a project has been completed, it can sometimes take multiple years to receive a final bill for the work (or notification that there will be no additional bills). By prohibiting billing of federal agencies from occuring after a set period of a reasonable length (such as one year) after the completion of work, agencies will not have to keep as much money obligated in previous years. When training is required for a staff person, the employee and/or supervisor spends considerable time looking for possible courses/vendors/opportunities that are suitable for the need, position, and level of experience.
