Currently, the U.S. government spends in excess of $1 billion annually to license software -- software that produces documents that are difficult to access after a few years because the new version of the software often doesn't work with the older documents. The gov't system is backward and geared toward wasted spending. If you don't spend all your money in one FY, you get cut the next - so you have all kinds of wasted buying and travelling just to use the money because it's there. Why? I know folks like to travel - but - in the Federal Gov't folks travel "just because they can" and the money is there - many trips are unnecessary to complete the mission. Many large government centers, including NASA GSFC, have to maintain expanses of grass as well as wooded areas. Mowing and edging the grass is a major waste of resources and a source of air pollution. In addition, invasive plants such as Japanese stilt grass and Bradford pear trees have taken over many of the unmaintained areas, which is not good for wildlife and can spread to neighboring properties. Replace exterior doors with revolving doors to prevent outside air from entering the building. This would save on heating in the winter and cooling in the summer. The current automatic doors remain open long after the user passes through. With the door wide open, air conditioning (or heat) escapes the building. A revolving door would prevent large amounts of interior conditioned air to escape, thus saving on utilities. ...more »
Many people spend a majority of their day surfing the internet. Internet access is monitored for illegal activity, but is not monitored for ineffective use of time on the internet. Develop algorithms to determine amount of time spent surfing the web each day. If it's too great, revoke open internet access from the individual's computer. If work requires the internet, shared computers are available for use.
Government contract files currently consume vast amounts of paper! There is no reason contract files are not almost exclusively electronic. A good first step would be to require all documents, including emails saved as PDF, be managed on the computer until contract award. Eliminating Light pollution from all government outdoor lights can save a lot of energy. Using the proper fixture, and high efficiency lamp can save over 50% of the energy in some cases and still do a better job. All new outdoor lighting should be required to be fully shielded. Currently it takes me approximately 17 minutes to boot my computer. It takes another 5-10 for it to become useable. (I can make a pot of coffee before I can check my email). And this happens every morning. My computer at home is usable in less than a minute. Where possible allow agencies to work either four 10 hour days or four 9 hour days an 8 hour Friday four 9 hour days and then Friday off. This could allow complete offices to close saving electricity, fuel, and reduce the traffic load on local streets.
Too many contractors take advantage of the federal budget. They charge extra hours, spend many hours reinventing the wheel so they can charge more hours, and create many extra expenses so they can gain more profit for their company. I discovered some statistics about my government center that were intriguing. We have 900 paper towel dispensers across our center with a population of 74% engineers. We purchase about 15,000 rolls each year costing the government easily over $100,000 per year.
