Tax reform is badly needed to balance the budget and decrease the deficit. All governments payments should be taxed. Self-employed individuals who receive government payments offset the income with expenses on the IRS returns. How do they incur expenses on income that was direct deposited to their account? They do not even pay for gasoline to go get the check; however, they pay no income tax on the money. Government... more »
Compile different, close to home, training for Providers to earn the needed CEU's/Contact hours in order to keep licenses current. At this time, each provider picks the training they want to go to and are given an allotted amount of money to use during the fiscal year for this. To save money, it would be in the government's best interest to encourage the providers to go to conferences provided in their communities... more »
Many government travelers wrongly submit on their travel voucher for foreign hotel lodging by using the exchange rate given to them by the hotel. This rate is not the same rate charged by the government credit card vendor. Consequently, many overseas travelers are submitting claims for overseas lodging that are greater than what they were actually charged. Travelers should be required to submit a copy of their government... more »
when children born in hospitals are awarded ssi, they are paid a full ssi benefit the month of release because ssi rules state that since they were not in the parents household on the first of the month, the parents income is not considered until the following month. many of these children are not eligible in these later months because the parents income is too high for eligibility, sometimes by hundreds of thousands... more »
Distinguished Sir or Ma'am, Having worked civil service in both DOD and USDA-FS, I am continually faced with the budgeting restrictions that tag monies allotted for a particular year as "must spend." Many regulations require budgeted allotments for any given fiscal year as monies that must be spent or obligated within that fiscal year. This creates a "must spend" attitude, regardless of which agency or department.... more »
Because many employees have health insurance coverage available from a second source, such as benefits under a spouse's plan, offering the option of a cash payment in lieu of health insurance coverage can be beneficial to both the Government and the employee. The Government could realize savings by paying employees an amount less than the cost of health insurance premiums, and employees increase their income with an... more »
The feedback within my Agency on ideas submitted has been lacking. Even if the reply is that the idea was considered, but would not be appropriate at this time would be nice. It puts a damper on submitting ideas, but I will keep trying anyway.
I suggest that in the near future that workers pay into a Thrift Savings Plan type of "nest egg" for their golden years rather then putting social security funds into a program that will not be available for those same workers that put money into it for decades... Basically the more you work, the more money that you will be putting into that fund, which will be used to take care of your needs as you get into your late... more »
Dissolve human resource "regional service centers" and return personnel hiring and benefits functions to local offices to improve service, responsiveness and efficiency in hiring and staffing local offices. Local HR personnel have a greater awareness of local hiring needs and needs of local staff and can respond more quickly using fewer staff resources. Recently, out of more than 100 applications were received for a... more »
Telecommuting - Costs for facilities could be greatly reduced by only having those essential to be at a federal building. Most people could work out of their homes with a telephone, laptop and printer. This would also decrease and reduce commuting costs, the carbon foot print and give employees the ability to work out of their home. Employees could attend critical meetings, conduct field work out of their homes and... more »
When two parents are receiving disability benefits or one parent is disabled and the another one deceased, the law establishes that sometimes you may combine the family maximum of both records so that the children receive higher benefits that wouldn't be possible otherwise. This involves assigning higher benefits to all the children, including those who are not the sons or daughters of both number holders. It also creates... more »
During the course of a day we receive many emails. I have seen coworkers printout several emails for no apparent reason. I believe the agency could save money by developing a programs where certain emails, e.g announcements, are not able to be printed. If there is no such software, perhaps all email should have a "print" or "no print" heading.
In the agency field inspectors regularly use stop watches to perform a variety of tasks. The pro survivor watch by accusplit is a great product but over time and because of the environment we work in they do break. When this happens most inspectors just throw them away and get another. This is a waste. The watches cost 20.00 each and come with a 5 year no proof of purchase warranty. When they break within the warranty... more »
In our agency FT inspectors sometimes have to travel to a training session or another plant but unless a person is in a relief position where their job is to be on the road from week to week GCC are not neccessary. FT employees who travel seldom could be issued disposable or reloadable debit cards that could be funded by the district offices at the push of a button for the amount of perdiem they are due for the particular... more »
Why were field employees issued lincpasses with the compenents having 2 different expiration dates? This is ridiculous that the chip and card expire at diffferent times. The entire pass should have one expiration date. Another problem is the lengths that we have to travel to get them or renew them. There has tobe a better less expensive way to accomplish this. One way would be to use post offices for picture taking... more »
