I came from the private sector and there, the employees all work 35 to 37.5 hours a day. If the government cut 1 hour from every employee, we could save millions of dollars. Instead of working 40 hours everyone would work 35 hours. I know this might cause an issue for many, but it would be better to cut an hour than to have to cut jobs. The current systems of the basis of funding our war-fighting machine operators and support is as close to a disaster as it can get due to decisions made solely by management that hasn't a clue how the technicians, auditors, systems and members work. Every federal agency is into the habit of spending every cent they receive before the end of the fiscal year for fear that, if they don't, their future budgets will be cut. In addition, if they don't spend what they receive before Sept 30, the money is lost because they cannot carry it over into the next FY. This mindset causes frivolous spending on unnecessary items. I have been a civilian employee of the Department of Veterans Affairs for about 1 1/2 years. In that short period of time I have seen countless cases of clear abuse of governmental funds. Stop giving out Million dollar Gov grants to determine the migrating habits of Ants or how far birds fly when they migrate. WHO cares? I know who cares about it, but not when the country is in a fiancial disaster. The US needs to really evaluate why the grant is given and if it will cure cancer or AIDs or some other major issue. Create mandatory guidelines for overnight mailings. Example: a clerk can send a overnight letter for $56, UPS, versus $10, USPS. The clerks need to be educated to be cost conscience. All overnight shipments by UPS or FEDEX needs manager approval because most are not necessary, especially, if something is mailed late Thursday or Friday.
Demand that all payers who pay a contractor over $10,000 withhold 25% backup withholding tax, automatically. Violators would be subject to fines. This will ensure that U.S. Citizens are hired. Too many contractors, once paid, will create fictitous expenses to avoid SE taxes. Let the government get paid, first, then, if necessary, the payee can file their tax return, and be paid a refund.
Sign warehouse orders and receits electronically vise printing unnecessary copies of warehouse receits. Save on ink/paper/trees and duplicate chores.
The National Weather Service current uses radio transmitters to reach limited areas in the US with NOAA Weather Radio information. Why not use a satellite to broadcast this weather information...that would reach almost all areas of the US. Use the Social Security Benefit formula to set Congressional salaries. What ever percentage increases or decreases retirees get so do our Senators and House Members.
Since saving the American tax payer's money and ending government waste starts with each government agency, I purpose it be mandatory for each government agency to review all their specific submitted suggestions and implement the most cost effective suggestions. Let the churches take care of people in need. Most of the larger churches have the budget, and that's what they are supposed to do anyway. Everyone who has an income should pay 10% with no exceptions or deductions.
Any welfare recipient above the age of 18 has to submit to an unscheduled drug test (2x) a year to continue to receive welfare checks. One failed drug test disqualifies the individual from welfare for 6 months, two failed drug tests disqualifyies a person indefinitely. I'm one of the 47% who pay federal income tax, I'm tired of paying for someone to sit and do nothing and get high!
