Make SAVE Award Program On-Going Suggestion Program

Make the SAVE Award program an on-going continuous suggestion program Instead of having just a 2 week period for suggestions. It is doing a disservice to both the taxpayer and the employees to have just a two week period to submit suggestions. Should be able to do year round and perhaps have quarterly and annual winners.

If a budget is not reached, fine Senators and Congressmen for each day they have not reached a budget agreement. They have been elected to do a job and if they do not do it, they need to be fined until they do.
