As a steward of the taxpayer's dollar, I believe we need to cut ORF spending. Each wing commander and higher is provided an allotted amount of funds to entertain diginaries (AFI65-603) & (AR37-47). Most Air Force bases receive $5K per year and I believe the Army receives more. These funds need to be reduced or eliminated, this could save the US Government an approximate $5M per year. The President has proposed to make 500MHz of Federal spectrum available for wireless carriers to expand broadband internet and wireless available to more of the country. Instead of a "sale", the government should lease the spectrum to wireless carriers for 15-20 years with additional options to extend the lease at the government's discretion. I understand talking to several military members and I experienced myself that military members who are homeowners are paying a high price to educate their children in various states. Homeowners are paying property taxes which go towards support their local schools and DOD is also paying for those same students. Why is that? First cut the budgets for utilities and rent by 10%. If the agencies don't show an increase by 10% in telework cut the budget in this area even further. Only allow an increase every year equal to inflation not FTE. As FTE's go up the telework percentage will rise even further. And........... the commuting benefits paid out will reduce.
To save money on healthcare for insured, uninsured or illegal americans a national 1-800 number should be established (Bi-Lingual) to clarify medical questions using non-personal info. This would also help low income people by having a "point of contact" not to be used as "911" upon calling the hot line a disclaimer states clearly that any medical emergency should call 911. Grant OMB the authority to approve ICRs for five years, instead of three.This will give each administration at least one look at each ICR and will save money and increase efficiency by easing OMB's workload and the workload of ALL fed agencies.
One way to save is to know why there is the need to spend. Outdated and superseding original rules/laws/directives could be the key value to cost-savings. When a rule/law/directive was initially implemented, the goal of focus was not with saving money; it was to stay in budget guidelines. US Government Federal Agencies are required to submit this report annually to OMB. Format is standardized on topics to cover. Budget and financial performance data is also included in report. What appears to be missing is "Cost Savings Results." Requiring each Federal agency to include this could summarize facts on actions to reduce budgets and not continuously growing budgets. At NASA MSFC, we have two personal computer systems; 1) PC and 2) MAC. This creates data transfer issues, two support infrastructures, and the MAC is more expensive. This seems to be a person perference and does not make any business sense. We need to decide as an government agency which system we want to use. Most States Exempt Federal Employees from paying state taxes for hotel accomadations; if you present a state hotel tax exemption form at the time of check-in. There is no requirement to ask for the exemption, and finding the forms can be difficult if you are travelling out of the state you are based in. There are several Federal entitlement programs with overlapping and sometimes duplicative benefits. Yet dual benefits continue because there is a lack of independent verification when someone receives benefits from multiple programs. Too many managers are scared of allowing their staff/departments to telework. They constantly look for reasons to justify why it won't work when they haven't even tried it. They say people are not in positions that enable them to do so. That is not true. Penalize the SES and Managers that do not allow some type of telework to 100% of their workforce.
