Since 2007 the USG has attempted to find a solution to the poor performance of the federal work force during Katrina, Iraq, 9/11, etc with no success. While the concepts of EO 13434 are sound – implementation has been an abysmal failure. How about powering off desktop computers every evening to save electricity? We can use wake on lan (WOL) to power workstations on in the mornings before users arrive at the office. Computers can be powered on over weekends via WOL to receive important updates. This can save missions a substantial amount of money on their utilities bill and help reduce the carbon footprint of USAID.
