Bill foreign countries for expenses incurred by their citizens

The U.S. gives aid to almost every country in the world in one way or another. If a foreign citizen uses U.S. services without paying -- hospitalization and medical care at the top of the list -- hospitals etc. should send the bill to the State Dept which would bill the appropriate country. Let Employees Book Cheap Flights & Get Reimbursed

I'm not sure how everyone else does it, but at the State Department we have to book our flights through a travel system called E2, run by a company called Carlson-Wagonlit. Besides being difficult to use, this system charges ridiculous amounts for flights. I recently booked a trip from the Global Financial Service Center in Charleston, SC to Washington DC and back again. E2 price? $1400. The same flights were available ...more »

Over Time be replaced by Comp Time only.

I know it says “wasteful federal spending” but let’s really think on Stopping Over Time and allow Comp Time only, no exceptions at all throughout the board. Will definitely face some tough opposition but this is the way to go. The government should calculate what it ends up paying OT to all employees every month & year. Drug testing welfare applicants

There are many "have nots" in our nation. Most "have nots" are accustom to their way of life and unwilling to change. The "have not" applicants on the welfare system have minimun requirements to qualify. Government, State and Military personnel are required to meet no drug tolerence policies. Combine Federal Agency Work

There are numerous examples of work overlap. As an example why does the IRS and SSA conduct international negotiations when DOS is in charge of embassies and has the staffing to handle the work? By having one agency handle this type of work (for example) would bring the agencies closer together and would save a tremendous amout of operational work.

Allow Federal Employees to purchase their own airline tickets

Federal employees are trusted with incredibly important decisions every day. Yet, due to budgetary restrictions, we must go through partner travel agencies to purchase airline tickets. Tickets purchased through these agencies are refundable (which increases the price) and marked up by the seller (which also increases the price). Solar energy

I believe we should start putting solar panels on Govt buildings. Lets start using the suns energy to power some of the buildings. Also lets use lights that use motion detection to light up areas in buildings that have less traffic in the hallways or offices.

default printer settings on all USG computers

With move to paperless offices, it is astounding how many people print and then scan hard copies back to make them into e-documents. Users are often not aware that they can "print to PDF" format direct from their desktops, and have the "scanned" document immediately available. Government Clearances "One Clearance Government-wide"

The government spends an unknown amount every year on providing clearances to existing government employees who are just transferring from one to another agency (requiring the same type of clearance). Once you obtain your clearance it should be granted government wide (until expiration, or upgrade or the need to be updated). State Magazine is published monthly. The purpose of the magazine is “to facilitate communication between management and employees at home and abroad and to acquaint employees with developments that may affect operations or personnel”. Stop giving out Blackberry phones routinely

In my experience Blackberry phones are given out routinely to staff at a certain level who do not need them. I have heard over and over again from staff who have been given Blackberrys that they have never been contacted for work in off hours and are not expected to respond to emails.
