Put an end to "use it or lose it funding"

All federal agencies I've been involved with go through the same thing at the end of every fiscal year - a huge spending spree, many times on items not needed, to spend down money before it is swept away. A big reason for this is fear that the budget requests for the following year may not be approved if the agency did not spend it's entire budget in the current year. The Government and states can save billions of dollars a year in benefits if they would follow some basic steps. Require the use of electronic signatures to eliminate the need to print, sign, and scan back into the computer. With electronic signatures, the amount of printing would be greatly reduced.

Simplify CBP K9 program - take dogs home

Border Patrol K9 agents get to bring their dogs home with them. Field Operations K9 officers have to house the dogs at a kennel. The forced kennel housing is a waste of time and money, and can be a detriment to the rappor between the dog and officer. In order to be a Trusted Traveler according to the news reports you have to do several things. 1. Have a background check conducted. 2. Get fingerprinted. 3. Have a secure Identity card issued. Stop letting politicians decide their own pay raises.

Why are people who don't sweat for a living allowed to decide when people who DO are allowed to retire? Most people who do manual labor their entire lives can not physically work till age 75 like the last proposal I heard on NPR.
