Replace old clocks that need to be reset when the time changes with daylight savings. Install radio controlled clocks in all work spaces. This idea will eliminate the twice a year adjustment for daylight savings. It will also ensure that all clocks reflect the same time. It will help federal employees to improve efficiency by wasting less time waiting for meetings to begin.

Remove personnel incentives to pass program milestones in ANY acquisition program. Personal grades and promotions should be on successful management of a program, not if it passes milestones. Successful management can include stopping a program and rolling it back to a previous milestone if so warranted. The USG holds about $2.5B in used Naval Reactor Fuel that it intends to store in containers that will cost about $0.5B plus the cost of pads and surveillence etc. This fuel could be reprocessed in existing buildings at Idaho and either saved for future use by the Navy or downblended and sold as commercial reactor fuel. In working with two separate Government contracting agencies to develop a single Independent Government Cost Estimate it came to my attention that the FUTA tax was being calculated differently by each agency i.e. one at 6.2%, the other at .8%. With unemployment above a given level (say 6 or 7%) the total federal pay for any individual getting more than a single check should be limited at the aggregate level. The pay limit level should be set at x times the average federal pay. The limit should be indexed to inflation and removed once unemployment falls below the trigger level. Designed a system to return reclaim fuel (F-76) offloaded from naval vessesl in support of maintenance availabilities to fuel MILSPECS, and clean compensating water to meet EPA, CWA discharge requirements. These systems are in operation and have saved DOD millions of dollars.
The AF has gone overboard purchasing aircraft sun shelters as equipment and not real property. Sun shelters were first authorized to protect the expensive low observable coating on the stealth aircraft.
