The Army/DOD currently requires Government employees to take training on suicide prevention, sexual harassment/assault, EEO/Diversity, safety, and the list goes on. These classes are either on-site or virtual and can be anywhere from 30 minutes to hours of training. Those who want to build a dock or improve their land along a "water of the US" must apply to the Army Corp of Engineers for a permit. This process can take 100s of man hours, not only in the COE but also with Fish & Wildlife, EPA, NOAA, BLM, etc. For the privilege of getting this permit they pay $10 or $100 (that is Ten dollars or One hundred dollars). I propose to cut Federal Disaster Funds by preventing the size of disasters. For instance the recent AZ/NM fires. Happens every year, right? Pose a challenge to employees in a specific location or building to save energy or conserve resources. Refund a percentage of savings back to the employees at the end of the FY. This will encourage employees to be conscious of their energy habits and be creative with savings, rather than blanket mandates from on high for energy savings on one system. Last I knew under FEMA ESF#3 hurricane and tornado response USACE had a Temporary Roofing mission placing blue tarps supposedly to "dry in" wind damaged homes to prevent further water damage. Way too many roofs were applied at $5 SF way after the water damage required gutting the whole house. Holding the Mississippi in its banks unnaturally is destroying the river system and will only bring more catastrophic flooding in the future.
Large rivers were never meant to stay in one place and the results of this hubris is illustrated in the floods of 2011 and in the Katrina disaster.
All along the Mighty Mississippi River we do have some spillways. They do not seem to be getting the job done! As was done in Chicago the river was reversed to send water away. We can digout spillways on both sides (east/west) along the mid to lower Mississippi and (south) along the upper Mississippi. This would help out farmers along its path. Rather than use expensive demolition equipment to remove outdated damns and levies, allow Mother Nature's own little home wreckers to do the job. Send a bunch of Nutrias and water rats to the site to dig, burrow and munch their way through outdated berms and power cords. Wow, what a savings!
Sale would generate income to federal government, enabling it to cut back into the national federal deficit. In addition, the land sale to homeowners would generate property sales tax to communities and counties on property previously non taxable.
Currently in my office it is 70.4. I can't afford, nor desire, to keep my home this cold. We sit in cubes with jackets, sweaters, heaters, etc. to try to keep warm in a building that is kept too cold. Our conference rooms are even colder. Often times the government attempts to reinvent the wheel in order to save money, but still ends up as a large price tag once committed. The use of Skype in leui of Video and Tele conference calls would save the government millions each year.
