Beyond Joint - Consolidate Department of Defense

Defense requirements exceed defense capabilities & budget; cut combat capability or cut overhead. Challenge: Cut costs, Preserve, enhance, modernize capability, Establish/maintain all domain capability/asymmetric advantage. Facts: Military Services originated separately, modeled after other countries, when warfare domains were distinct and technology had not yet flattened the world. Regardless of their principle domain, U.S. forces no longer fight/maneuver independently – they rely on effects, products, and services of other domains. Hence, all forces are “born” (formed) domain-specific and then must be retrained and reshaped to “fight Joint”. Service & Joint perspectives are often juxtaposed. The existence of separate Services leads to domain-Service-specific practices, guidelines, equipment, IT systems, and staff for: acquisition/procurement, budgeting/ finance/resource management, personnel, legal, doctrinal, testing, regulatory, uniforms, etc. Each Service organization “wants” to preserve itself, its autonomy, its budget. Significant resources committed in each Service to defend parochial views, budget, domain control. The redundant overhead associated with separate Services is no longer affordable, and is thus a threat to combat capability and national security. Proposal: Dissolve separate Departments/Services, Establish single “JFCOM” equivalent to: Organize, train, equip, field, sustain, acquire all forces/capabilities, Experiment, develop, test, and assess new concepts, tactics, architectures, technologies, equipment in constant competition based on merit, not parochial views, Use OSD staff for all current Service Department functions. Ramifications: Eliminate redundancy in all overhead functions, save on all costs associated w/personnel reduction, shorten coordination/development time for all efforts, streamline budgeting process.
