when children born in hospitals are awarded ssi, they are paid a full ssi benefit the month of release because ssi rules state that since they were not in the parents household on the first of the month, the parents income is not considered until the following month. many of these children are not eligible in these later months because the parents income is too high for eligibility, sometimes by hundreds of thousands of dollars, yet we persist in using this archaic rule to send 674.00 for this one month to households who would not otherwise qualify for this welfare payment because they are well off. This rule should be changed in this situation to consider the household income in the month of release so that well off familys whose income and or resources would not otherwise qualify them do not get this windfall in the month of release.
