Dissolve human resource "regional service centers" and return personnel hiring and benefits functions to local offices to improve service, responsiveness and efficiency in hiring and staffing local offices. Local HR personnel have a greater awareness of local hiring needs and needs of local staff and can respond more quickly using fewer staff resources.
