To employ many Americans by initiating a Federal Construction Project tasked to plan, fabricate and construct a series of channels, retention ponds/lakes, levees, pump stations and reservoirs which would collect, store and pump flood waters from the Midwest through a series of reservoirs to the draught stricken regions in the West and/or alleviate the water needs in the plain states so the the western states may retain more water from the rivers starting in the Rockies. This would employ a large amount of people, give continued employment to maintain and operate, also stimulate housing and communities around the reservoirs in the plains states. Not to mention save thousands of American flood victims and allow the Western plains and Rocky Mountain regions greater participation in national crop production.
