The Federal requirement that most (maybe all?) job openings be competitively offered needs modification. I recently interviewed for 2 openings in departments who currently had employees that did the work required of these openings. Not so strangely, they got the jobs! I would have chalked it up to a chance to perfect my interviewing skills....however, I had to take leave to attend the interviews!
I suggest that a waiver be offered for internal advancement within a department of above a certain size and with upper level approval. Why have a lot of folk spin their wheels when the outcome is known?
