I work for USAID overseas, and frequently the cost for air tickets and hotel reservations obtained through our contracted travel agency (CWL) is extremely higher than the ones we can obtain through the air company’s website or travel websites such as Expedia, Hotwire, Fedrooms, etc. I suggest that agencies may have the option to use website based options to procure travel but the contracted travel agent. Just to cite a simple example, in a recent travel from Brazil to Washington the travel agent quotation for an economy class ticket was higher than the air carrier’s web site was charging for a Business class ticket.
