In my building, and presumably in others constructed by and/or maintained by GSA, the toilet flushing mechanism is controlled by an infrared sensor that automatically flushes, whether the timing of that is correct or not. That often results in wasted use of water due to multiple flushes. If the circuit controlling those sensors were to be turned off, and control of the timing and number of flushes were thus returned to human control, that would both save money and reduce environmental impact.
