Recognize strong performers

We should reward strong performers not penalize them with pay freezes and making other changes to benefits. Get rid of the poor performers, force retirement, streamline positions so there is no duplication of effort. Save money in other ways (by making sure you have the best, most effective employees to perform the job). You can't make these massive cuts on government employees backs. We can't carry the burden for the rest of America. This is not a fair and reasonable business practice
