No tax refund for people on public assistance

Tax refunds should be reserved for tax payers and should not exceed the amount of taxes paid. If a person is on public assistance and not paying federal taxes, they should not be able to claim a refund regardless of number of exemptions. If a person is on public assistance and pays taxes, the amount of assistance given should be deducted from any refundable amount to pay the public back.
