Multi-Task Our Contractors the Same Way Our Employees Must Multi-Task.
FEMA is an organization that by definition must have a ready workforce to meet national needs in the face of natural and man-made disasters. With the budgetary limitations inherent in our current fiscal environment, we are increasingly reliant upon contractors to fulfill that workforce. While the contract award controls and procurement requirements are necessary to ensure fairness in federal contracts, often contractors are limited to one specific disaster or task and unable to work anything but that specific task. As regular employees, we must be able to adapt to the unique needs of FEMA's mission, but the contractors do not and are not able to do so. Improving the scope or flexibility of the task orders would reduce costs and allow contractors to work in a manner more consistent with FEMA's mission and own employees.
