I suggest employees with 41 years and 11 months of federal service STOP paying retirement contributions out of their pay since the payments will eventually have to be refunded to them by OPM when the retire (+ interest). 1)This will lessen the workload of the busy payroll offices. 2) This will stop OPM having to pay the employee interest $$ when OPM refunds the excess retirement contributions to the retiring employee. 3) It will allow OPM to reassign their staff (who previously worked in the area of refunding the excess retirement contribution) to the processing of retirement applications of federal employees.
