Have all Federal employers' Human Resources departments apply a psychological screening test that will indicate the level of integrity / honesty of job applicants. (Once the dishonest people are employed by the Federal Government, it's likely too late to oust them, especially if the supervisor / manager does not assume responsibility, or, worse yet, the supervisor or manager is dishonest.) Also, a fool-proof method of logging in and out at shift start and end times, since many Federal employees cheat on time.
