The landscaping crew at my agency plants beautiful flowers each year and really keeps the campus grounds looking nice. However, just when the flowers are blooming and look gorgeous, the crew digs them up and replaces them with new ones several times a year. Why? What's the point of planting them in the first place? Why not invest in some flowers that will come back each year? I know the landscaping crew is just doing what they're told to do, but it doesn't make a whole lot of sense to throw money away like that.
