Federal Employee Entitlement?

It seems that most federal employees who planning to retire think it is okay to "liquidate" - i.e., get paid for - unused sick leave. Sick leave is NOT an entitlement and is provided so when one is sick one will be paid. As it stands now, this "benefit" - not entitlement - is much more generous than in the public sector, allowing federal employees to be paid even for taking care of a sick spouse, child. etc. I cannot estimate how much savings would be realized, but I am sure it is in the millions each yera
