Eliminate or modify information collection notices

A significant portion of every Federal Register issue is used for "Information Collection Activities" notices, purportedly for paperwork "reduction." But the notices provide little useful information, such as a copy of, or link to, the proposed information collection form. Agencies rarely, if ever, receive public comments on such notices, therefore resulting in a waste of time and paper. This is paperwork production, not reduction.
