DOE policy/budget development lives in too many places. The CFO (which should just be handling accounting, budget execution) overreaches by trying to lead policy development (under the guise of budget development). What we should do is take Policy out of PI, and give them this responsibility. That would get International its own focused office, and Policy its own focused office (this existed and worked well in the past). It would also resolve the redundancy between sub-offices like the analysis functions in CFO and PI. In the budget off-season, this new office could also take on responsibilities like the QTR.
