Too often high-ranking officials choose those most like them for promotions and unfortunately discriminate against more qualified minorities.
Perhaps it is time for others outside the region to choose who to promote through anonymous interviews, thus race and ethnicity are not a part of the hiring decision. Such methods are used when submitting dissertations for doctorate degrees. The dissertation is not judged by "who" submitted, but by "what" is submitted, In the words of Dr. Martin Luther King, "judge me by the content of my character and not by the color of my skin."
