Annual earnings limit for military disability pay

I know several people who are receiving 20% - 100% disability pay from the VA and earning in excess of $60k/year. Most disability programs specify that disability is "the inability to work." If you are earning big bucks in a government job, (that you got preference for being a veteran so therefore were hired over others perhaps more qualified), you should not be double dipping disability pay and salary. Disability pay should only be received if you are unable to earn over a certain amount (civilian and gov't work and self-employment all counting).
