Possibly allow certain depts/agencies to turn in up to 80 hrs annual leave at 1/3 their salary for an extra check during a fiscal year. Set a max salary cap .
Ex. $1800(reg bi-week) - 1/3 ($600) = $1200 . That would save an agency $ 600000 with 1000 employees @ that salary. Possibly reducing future cash spent on salaries , due to less accumulated hrs and wage increases.
