If air travel arrangements could be arranged for government travelers without making air reservations through a negotiated contractor, and dealing directly with the airlines involved, I think a lot of money could be saved. The negotiated contractor charges the federal agency more money when changes have to be made in case the traveler can't travel at the last minute. Rather than paying a change fee to the contractor, for those travelers who can't travel (because of their illness or illness of a family member, etc.), purchasing insurance directly through the airline when buying the initial air ticket would save even more money.
